Why Was It Difficult to Pass Laws and Amendments

After final consideration of the amendments, the bill is ready for further consideration and for third reading, which is done only by title. The Speaker then asks the question on adoption and a vote usually takes place, although a yes and no vote is acceptable if requested by one-fifth of the senators present. A simple majority is required for adoption. Numbered amendments of the Senate which do not agree may be voted on separately and, after the adoption of the report of the conference itself, adopted by a majority, as if no conference on such amendments had taken place. The Senate may withdraw all or part of its amendments and insist on the other, with or without a request for another conference. If the House of Representatives does not accept the changes requested by the Senate, the entire conference process for them can begin again.
